Is your child beginning primary school in 2025?

Children born between 2 January 2017 and 1 January 2018 (both dates inclusive) are eligible to participate in the 2024 Primary One Registration Exercise to be admitted to Primary One classrooms in 2025.

Finding the right school for your child alleviates around fifty per cent of your concerns.

Enrolling a child in a suitable school that matches their needs in Singapore is an arduous process for parents, both Singapore citizens and permanent residents (PR) alike.

Registration for primary school can be a stressful procedure, and the new P1 registration requirements for 2024 are set to make it even more so.

WHAT IS THE PRIMARY ONE REGISTRATION EXERCISE?

Primary 1 registration is the process by which your child is registered for mainstream primary schools the following year.

The registration process since 2020 has been conducted online. Thus, before the P1 registration exercise begins, parents must ensure that their SingPass account is active and that 2-Step Verification is completed.

Registration for a P1 licence is completed in steps. These registration phases apply to Singapore citizen children and permanent resident children.

For this year’s registration exercise, the Ministry of Education will limit the admission of children of permanent residents.

WHAT ARE THE P1 REGISTRATION EXERCISE PHASES?

PHASE 1

  • For children whose sibling is enrolled in the school of choice.

All pupils enrolled during this phase will be assigned school placements.

PHASE 2A

The MoE has announced that this year’s exercise (the 2022 P1 registration) will combine previous Phases 2A(1) and 2A(2) into a single Phase 2A.

This phase is relevant for prospective Primary One students:

  • Whose parent or sibling is a former student of the primary school, including those who have joined the school’s alumni association.
  • Whose parent is a member of the School Advisory or Management Committee.
  • Whose parent is a staff member of the primary school.
  • Who attended the MoE Kindergarten located within and under the purview of the primary school.

PHASE 2B

For children whose parent:

  • Has joined the primary school as a parent volunteer by 1 July of the year preceding P1 registration. In addition, the parent must have contributed at least 40 hours of volunteer service to the school by 30 June of the year of P1 registration.

  • Is a member endorsed by the church or clan directly affiliated with the primary school.

  • Is recognised as an active community leader.

Make note that are several stipulations for a child who gains priority admission into a school via the ‘parent is an active community leader’ eligibility:

  • The home-school distance must be within 2km.

  • The child must reside at this registered address for at least 30 months from the beginning of the P1 Registration Exercise (29 June 2022 for the 2022 exercise).

MOE reserves the right to transfer the child to another school with openings if the 30-month residency criterion is not met, as preferential admission to the initial school was based on the address provided upon registration.

PHASE 2C

  • For a child who is ineligible for prior phases or has failed in earlier phases.

This year, the MoE has doubled the number of reserved places to 40 spots in each primary school for children who do not meet the priority admission criteria outlined in the previous phases.

The sole requirement in Phase 2C is that the child resides near the school.

To prevent the concentration of PR children in primary schools, there also will be a cap on the number of PR students admitted to a few schools.

The revised Phase 2C laws reflect Singapore’s evolving academic climate.

The purpose of adding more seats is to ensure that schools remain child-friendly, accessible, and inclusive.

PHASE 2C SUPPLEMENTARY

  • For a child who did not achieve admission to the school of their choice during Phase 2C.

HOW DOES BALLOTING WORK?

Balloting is held when the number of applicants exceeds the number of available spots in a school—registration Phases 2A to 2C Supplemental permit balloting.

The Ministry of Education will administer centralised computerised voting.

All registrants are guaranteed an equal opportunity for school admission, but priority is granted in this order:

  1. Singapore Citizens (SC) who reside within one kilometre of the school.
  2. SCs who live within 1 to 2 kilometres of the school.
  3. SCs residing beyond 2 kilometres of the school.
  4. Permanent Residents (PR) who reside within one kilometre of the school.
  5. PRs residing within 1 to 2 kilometres of the school.
  6. PRs who reside more than two kilometres away from the school.
